As set out, the site is allocated in the Plymouth & SW Devon Local Plan for a Sports Hub and enabling development; accordingly, the principle of development is acceptable.
SWSD are excited to bring forward this scheme in compliance with adopted policy PLY60, which aims to deliver a new Sports Hub which will include a mix of grass pitches including one floodlit grass pitch, Padel Tennis courts and a new 'hub' building that includes changing facilities, a café, gym and physio area. The scheme will also provide a vast range of community benefits such as a new woodland, hilltop park, community allotments and a cycle trail.
Supporting the new Sports Hub is enabling development which aspires to create a green sustainable neighbourhood that comprises up to 200 dwellings (including up to 60 affordable homes).
The Sports Hub will accommodate a wide range of activities for all, and the enabling development will maximise the opportunities and health benefits of living with and alongside nature, providing allotments where residents and the local community can grow food.
The Sports Hub will deliver a facility building including changing rooms, 2 adult (11-a-side) pitches including one floodlit grass pitch, 6 junior pitches and 4 mini-pitches (5-a-side).
The illustrative masterplan shown above responds to the constraints and opportunities of the site and in particular seeks to ensure highways, landscape and heritage constraints are addressed.
The residential development is located in the south-western corner of the site, where the land is visually contained. A mix of 2, 3 and 4 bedroom homes is proposed. This area is integrated and connected to the new residential community Coypool Park which will provide shops, a café, a Community Hub and a nursery, all of which will be within a short walking distance.
Low density and sustainable woodland homes (detached dwellings) will form the edge of the site that relates well to the surrounding countryside, a small denser arrival core will create the entrance space. The new homes will be designed to reduce energy demand and carbon emissions, as well as to mitigate against climate change.
The extraordinary surrounding views will be enjoyed from the hilltop park and community allotments, beyond which will sit the sports facility and new playing pitches. To the north a cycle trail is proposed within a tract of extensive new woodland.
The proposals will be accessed via Coypool Park to the south. A pedestrian/cycle/emergency link into the existing road network to the east (Plymbridge Road) will be provided, however this won't be accessible to private cars. The framework design provides clear and accessible routes through the site with a strong green corridor connecting to the Sports Hub.
